What are Step Up Scholarships, and how do they fund private tutoring?
Step Up For Students is a Florida nonprofit that administers state-funded scholarship programs designed to give families more educational choice. These programs operate as Education Savings Accounts (ESAs), depositing scholarship funds into a parent-controlled online account rather than tying them to tuition payments. Families can direct that money toward a range of approved educational services, and private tutoring is among the most popular because it addresses individual student needs directly. Once a student is awarded a scholarship, funds appear in the Education Market Assistant (EMA) platform, where parents pay approved providers or submit receipts for reimbursement. The result is a flexible system that lets Florida families invest in targeted instruction, whether that means supplementing schoolwork, supporting a homeschool curriculum, or addressing specific learning challenges.

Which Step Up Scholarships can be used for tutoring?
Several Step Up programs allow families to direct scholarship dollars toward tutoring, each serving a different student population. The Florida Tax Credit (FTC) and Family Empowerment Scholarship for Educational Options (FES-EO) support income-eligible students attending private school. When tuition and fees are covered, remaining funds can go toward tutoring. The Family Empowerment Scholarship for Students with Unique Abilities (FES-UA) targets students with disabilities and covers tutoring, therapy, and other specialized services. The New Worlds Reading Scholarship focuses on elementary students below reading proficiency benchmarks and funds literacy-focused tutoring. Across all programs, tutoring is available to homeschool, private school, and public school students who need support beyond the classroom.

What tutoring services are covered under Step Up Scholarships?
Step Up scholarship funds cover a broad range of tutoring services, giving families real flexibility in how they support their child's learning. Core academic subjects, including math, English, science, and social studies, are eligible across all programs. Students with unique abilities can access specialized services such as structured literacy interventions, math remediation, or subject-specific strategies tailored to their challenges. Online tutoring is fully supported, which works well for families in rural areas or with busy schedules. Enrichment and test preparation are also covered, helping students prepare for advanced coursework, high school exit exams, or college entrance tests. Families can use their funds for immediate academic gaps and longer-term goals at the same time.

Why choose private tutoring with Step Up ESA funding?
Private tutoring funded through Step Up ESA accounts gives families something classrooms rarely provide: instruction that adapts to the pace and style of each learner. A student behind in math gets focused remediation to close gaps. A gifted student gets enrichment beyond grade level. For children with special needs, tutors apply evidence-based strategies tailored to specific challenges. Over time, students typically improve their grades, build confidence, and develop more independence in their learning.
Tutero handles invoicing directly through the Step Up For Students Education Market Assistant (EMA) portal. After each session or billing cycle, Tutero submits charges to EMA for payment from the family's scholarship account. Parents do not need to submit reimbursement requests or manage paperwork. You simply approve the payment in EMA and the funds transfer automatically.
Yes. Step Up ESA funds can be split across multiple approved expenses, including private school tuition, therapies, instructional materials, and tutoring. You decide how to allocate your balance based on your child's needs. If your child receives both therapy and tutoring, both can be funded from the same account. Tutero can help you estimate tutoring costs so you can plan your ESA budget for the year.
Tutero provides session logs, invoices, and progress reports for your scholarship records. Each document shows the date, duration, subject, and tutor for that session, along with a summary of what was covered. If Step Up For Students or the state requests additional documentation during an audit or review, Tutero supplies the records on your behalf.
If your scholarship is paused, reduced, or discontinued mid-year, Tutero can continue sessions on a private-pay basis starting at $45 per hour. If the scholarship is reinstated, billing switches back to the EMA portal. Our team stays in contact with you throughout any transition to avoid gaps in your child's academic support.
Tutero provides dedicated one-on-one tutoring with a consistent assigned tutor, not rotating instructors or group sessions. Every session is planned around your child's specific needs and aligned with Florida B.E.S.T. Standards. Parents receive a detailed report after each session, and tutor matches are based on subject expertise, grade level, and learning style. Families also receive hands-on support with the EMA billing process.
Yes. Students can change subjects as needs shift, for example moving from reading support to math preparation ahead of FAST assessments. If a tutor change is needed, Tutero handles the reassignment quickly. The student's learning history carries over so the new tutor picks up where the last one left off. There is no extra cost for switching subjects or tutors within the same scholarship account.
